If off gases contain nitrogen and they fired in fired heaters how will it affect NOx levels?

It will not affect the NOx level. Anyhow your combustion air will have 79%V/V. More than that the small quantity of N2 present in your off gas' contribution to Nox level will be ignorable. To control NOx level, you can have de-NOx system. I believe your question is not aiming at de-NOx system.

There is really no harm if Nitrogen containing gases is fired in fired heaters. The NOx are largely affected by the Nitrogen contents of fuel. Though Nitrogen contents of combustion air has an effect on NOx emission it is very marginal and is governed by combustion conditions. Air in any case has 78 % vv Nitrogen. Additional Nitrogen when using off gases in my opinion will not affect the NOx emissions and if ataal only marginally. You have to check the necessity of firing off gases and the thermal balance of your furnace. This will be more critical than NOx levels.
