One of the Reasons for variation in fuel conductivity could be improper mixing of the fuel with additive . Proper mixing from merox outlet to product tank could help in fluctuations of fuel conductivity .

Conductivity in Jet Fuel is a result of presence of Caustic laced water. That could be because of the combination of higher pH of the water used in the water wash drum and the lower salt inventory in the rock salt filter. If the salt level inside the rocksalt filter is adequate, it is the higher pH moisture that is trapped in the salt, contaminating the product. One can estimate the salt availability by knowing the Jet fuel quantity that passed through the filter. In such case of salt is topped up recently, scooping out the top layer of salt will help. For wash water pH correction is done, it will solve the problem at a slower pace.
One other contributor could be the presence of the fines in the salt getting dissolved and escaping with the product. Normally it is unlikely as following the salt specification will eliminate this probability.
